Progress on Border Fence Falls Short

    "I was really driving these guys hard to make sure that we were getting this done," Chertoff said of the fence. "This is one of those deals where we made a promise, and we've lived up to that promise."
    According to American Border Patrol, the DHS has not lived up to its promise. ABP points to a fence project near Naco, Arizona where the contractor has finished only 8% of the 5.16 miles of pedestrian barrier.
    "We are studying the data from our most recent border survey, but based on a preliminary review, there is no way that Chertoff has kept his promise," said Glenn Spencer of ABP. Spencer said the situation at Naco is proof enough that DHS has not done the job.
