Chertoff: I can tell you. People go through the fencing. They go over the fencing. They go under the fencing. It doesn't mean the fencing doesn't have value. It slows people up.
Dobbs: Is he being a wise guy?
Rep. Lamar Smith (R-Tx): First of all, slowing people is still progress. But of course, very few people actually go over or through the fence. There are very few instances of that. There's no other kind of device or fence or obstacle that we could have that would be as good as double fencing and certainly it is better than the small pedestrian fencing or the vehicle barriers as the double fencing. We need to have a real fence if we're really serious about reducing illegal immigration.
