Should those responsible be prosecuted?

Chart shows correlation between surge in human smuggling activity and the number of applications DHS accepted for Deferred Action for Childhood Arrivals
American Patrol Report -- March 17
According to the DHS, as of March 14, 2013, it has accepted 452,589 applications for Deferred Action for Childhood Arrivals and approved 245,493.
Applications should be approved only if the applicant had been "continuously resided in the United States since June 15, 2007, up to the present time."
The chart shown here suggests that many people may have crossed the border to apply for Obama's amnesty, but according to DHS' own requirements they should not qualify.
Do you think that DHS can reliably determine if applicants have been here continuously for five years – or just snuck into the U.S.? Do you think they even care?
