    On October 26, 2006, President Bush signed the Secure Fence Act. It called for the construction of 700 miles of double-layered fenced, and it specified where it was to be built.
    A short time later, American Border Patrol launched Operation B.E.E.F. --- Border Enforcement Evaluation First. In it, we said:
    "For twenty years our government has passed laws to control immigration but refused to enforce them. Will this pattern of failure and deceit continue or will the people rise up and demand that the Secure Fence Act of 2006 be implemented? America cannot afford to be deceived again." (Dec. 2006)
    Operation B.E.E.F. proved that the government had once again deceived the American people. Only 35 miles of the double-layered fence were built.
    In fact, Sen. Elizabeth Dole used our data (look at bottom of page) to help defeat the 2007 amnesty bill.
    Now Sen. Rubio wants to promise to build the fence so he can get the Gang of Eight Amnesty bill passed.
    If the American people let them get away with this again, they should be ashamed of themselves.
