Sister brokers Texas surrender of 'Railway Killer' suspect
EL PASO, Texas (CNN - 3:09 PM EDT 7/13/99) -- Rafael Resendez-Ramirez, the rail-riding fugitive suspected of killing at least eight people, crossed from Mexico into the United States on Tuesday and surrendered, following secret negotiations between law enforcement personnel and the suspect's sister in New Mexico.
