Agriculture official finds words don't warm all victims' hearts

Richard Rominger, deputy U.S. agriculture secretary, drove Friday over miles of Fresno and Tulare county roads littered with fallen, formerly frozen, oranges. He offered hope to farmers and farmworkers, but people from both groups said words from him and others would not do. Rominger, the No. 2 official in the U.S. Department of Agriculture, announced Vice President Al Gore had informed him by phone that Agriculture Secretary Dan Glickman was issuing a "1999 Secretarial Disaster Designation."
