This is Glenn Spencer with the American Patrol Report, a production of Voice of Citizens Together.
This week we're going to be talking about a column which appeared just a few days ago, December 14, in the Los Angeles Times. It was written by one of their columnists. His name is Augustine Gurza. In the column he attacked Voice of Citizens Together, the parent of American Patrol and the American Patrol Web page as quote a paranoid group that warns of a takeover by Mexican immigrants and subsequent collapse of American society, unquote.
In this report, we're going to address the question of a Mexican takeover of California and the effects it's having on our state.
Mr. Gurza says VCT and American Patrol are paranoid. Paranoia is a psychotic disease. It means your crazy. Let's see if we're crazy.
Proposition 187 was an initiative passed by nearly 60% of California voters back in 1994. It was aimed at curbing illegal immigration by cutting off taxpayer supported services for illegal aliens and by mandating the enforcement of our immigration laws.
This is what Art Torres said after it passed.
"Remember, 187 is the last gasp of White America in California."

What would it mean if Hispanics, or Mexicans, took over all the political institutions of California? We already have some idea.
After the 1998 election, Democrats took over all the political institutions of the California. Led by Assembly Speaker Antonio Villaraigosa and Lt. Governor Cruz Bustamante, Latino legislators immediately introduced bills, which would have essentially turned California into a sanctuary for Mexicans, including a bill to give driver's licenses to illegal aliens.

VILLARAIGOSA: "Because you know what? It's not enough to elect Latino leadership. If they're supporting legislation that denies the undocumented driver's license, they don't belong in office friends." END AUDIO CLIP
A driver's license is a breeder document. With it you can do just about anything a citizen can do, including getting a job and voting, even though it would still be illegal.
Another bill introduced by the Latino legislators would have made it illegal to discriminate against illegal aliens in
California. Had it passed, Americans would have been subject to fines if they refused to harbor illegal aliens. Harboring illegal aliens is a violation of federal law.
The Law against Hiring or Harboring Illegal Aliens The following is an overview of federal law on hiring and harboring illegal aliens.
It is not a substitute for professional legal counsel in specific situations.
A person (including a group of persons, business, organization or local government) commits a federal felony when he:
- assists an alien whom he should reasonably know is illegally in the U.S. or who lacks employment authorization, by transporting, sheltering, or assisting him to obtain employment,
- encourages that alien to remain in the U.S., by referring him to an employer, by acting as employer or agent for an employer in any way, or
- knowingly assists illegal aliens due to personal convictions.
They even wanted to make Mexican Independence Day and Cinco de Mayo California state holidays. And the list went on.
Under threat of an ongoing recall campaign, Governor Gray Davis vetoed was forced to veto the driver's license bill and other bills. The bills creating new state holidays were reduced to legislative resolutions, which were passed by both houses of the state legislature. But Davis did sign a bill giving free prenatal care to illegal aliens, thus setting up a welcome mat at our border.
If Mario Obledo is right and Hispanics take over all the political institutions of California, California will become a sanctuary for illegal aliens. For Mexicans. For any Mexican who would like to come here.
But is this possible? Will Hispanics soon be the majority population in the state? Unless something is done, the answer is yes.
In 1992, there were 263,339 births to Hispanics in California. This passed that of all other groups, including whites, and it was nearly six times the number of births to blacks. By the way, it is interesting to note that even though Hispanic immigration is stripping California blacks of their political power, black leaders continue to support massive immigration from south of the border.
But back to births.
Seventy percent of 1992 California Hispanic births were to mothers from south of the border, mostly Mexico. The tremendous growth in the California Hispanic population is the direct result of federal government policy. For example, seventy percent of Hispanics who gave birth in California in 1992 came to the United States because the federal government approved or because the federal government failed in its duty to control the border.
Bill Clinton awarded Mario Obledo the Presidential Medal of Freedom in 1998. Mario Obledo says Hispanics are going to take over California. Apparently, Bill Clinton and the Democratic Party approve. More recently it seems that the Republicans approve as well.
A huge percentage of Hispanic births are to mothers who are in the country illegally. These children become automatic citizens, making their mother eligible for welfare, AFDC, and making it almost impossible to deport them.
When Gray Davis signed legislation to provide free prenatal care to illegal aliens, he sent a message south of the border that California would welcome all pregnant women and that our welfare rolls were open to them.
But why worry? Won't Hispanics just assimilate like everyone else? Many already have and many will. But there is reason to be concerned, even for Hispanics.

Americans of Hispanic descent see what's happening in California and many don't like it.
David Hayes Bautista of UCLA has said that assimilation in Southern California is in "Reverse thrust."
But what is wrong with maintaining a culture and ties to the homeland?
Most Americans of Hispanic descent are loyal to this country and don't want a Mexican takeover. Just as our founding fathers fought against British Tyranny, Americans of Mexican descent do not want to see Mexican tyranny. But a flood of recent migrants might change all of this.
The United States acquired California in 1848 through the Treaty of Guadalupe Hidalgo with Mexico. The United States paid Mexico fifteen million dollars as part of this treaty. To this day, however, many Mexicans would like to have the land back. Some say they are doing it by demographic warfare. By occupying the land. By Mexican hegemony.

The president of Mexico says that Mexican migrants are extending the Mexican nation beyond its borders. To make sure that happens, he is granting them dual citizenship so they can maintain their Mexicanness while occupying the United States.
ZEDILLO: (continuation of remarks) "For that reason, my government proposed a constitutional amendment to allow any Mexican, with the right and the desire to acquire another nationality, without being forced to first give up his or her Mexican nationality. (Cheering and applause) Fortunately, the amendment was passed almost unanimously by our federal congress and is now part of our constitution." END CLIP
Mexico dreamed up the idea of dual citizenship after the passage of 187. Prop. 187 represented a real threat to them and their plan to extend their nation beyond its borders. The Mexicans had bamboozled our government but now they were confronted with a real problem ? the voting American public.
The plan for dual citizenship was laid out on by Jorge Bustamante in a March 1995 article in Excelsior, one of Mexico City's most prestigious newspapers.
Bustamante proposed the dual citizenship scheme as a means of stopping any future attempt by American voters to pass legislation such as Proposition 187 and also to stop Pete Wilson from becoming President, which they saw as real threat. He said dual citizenship would allow Mexicans to "defend the interests of Mexico wherever they reside."
According to the Christian Science Monitor, the man who really pushed the dual citizenship plan was Angel Pescador Osuna, consul general of Los Angeles.
Here he is speaking to a meeting at the Southwestern School of Law which is on Wilshire Blvd in Los Angeles in February 1998. The meeting was in February of 1998 and the subject was the Treaty of Guadalulpe Hidalgo.

Osuna said that the Mexican congress had approved the plan of nationality, or dual citizenship. He said they had gained rights lost in the nineteenth century, referring to the 1848 Treaty of Guadalupe Hidalgo. He goes on to say

Here we have a senior Mexican official is out to conquer California. He said he was half-joking and half-serious. His statement was serious enough to make a front-page story in the New York Times on April 14, 1998.
The truth is, Mexico is out to conquer California and it is no joke.
The student movement MEChA. MEChA stands for Movimiento Estudiantil Chicano de Aztlan, the student movement of the Chicano students of Aztlan. They call the American Southwest Aztlan, A-Z-T-L-A-N, which comes from an ancient myth that this was once part of the Aztec Empire, which is was not.
It is a liberation movement.

There are MEChA chapters on every college campus in California and most high school campuses. Each meeting of MEChA opens, we understand, with a reading of it's constitution, El Plan de Aztlan.
El Plan de Aztlan starts as follows:
In the spirit of a new people that is conscious not only of its proud historical heritage but also of the brutal "gringo" invasion of our territories, we, the Chicano inhabitants and civilizers of the northern land of Aztlan from whence came our forefathers, reclaiming the land of their birth and consecrating the determination of our people of the sun, declare that the call of our blood is our power, responsibility, and our inevitable destiny.
We are free and sovereign to determine those tasks which are justly called for by our house, our land, the sweat of our brows, and by our hearts. Aztlan belongs to those who plant the seeds, water the fields, and gather the crops and not to the foreign Europeans.

What do the changes mean? Let's listen to Armando Navarro, professor of Chicano studies at the University of California at Riverside;

And what do the changes mean to America. Today, the Los Angeles Unified School District, more than 70% Hispanic, once the pride of the nation, is now a disaster area. The dropout rate approaches 50% and if strict standards were applied, half of the students would fail to advance to the next grade. Some say this is a cultural problem ? cultural problems which were imported. Some say it is a poverty problem, but poverty problems are imported. Recently a newly elected school board fired the Mexican American superintendent. As they did, Frank del Olmo, a Los Angeles Times editorial writer said an ethnic war had broken out in Los Angeles and that Latinos would take out retribution on those who had fired Ruben Zacarias..
Between 1979 and 1994 there were more than 7,288 gang killings in Los Angeles County. Mexican gangs which control large parts of Los Angeles.
Recent scandals involving the LAPD grew out of an attempt to control these and court injunction processes.

The answer is nothing. Think of it 400 gangs and 60,000 members just in the city.
Now listen to Hewitt questioning Malcom Klein of USC's Center for Research on Crime and Social Control.
LOS ANGELES - July 24, 1997 - (VCT) State Assemblyman, Antonio Villaragosa (D-District 45) Majority leader of the California State Assembly, claims that immigration is the responsiblity of California.
Speaking on the radio interview show "Which Way L.A.?" (KCRW - FM) on Thursday, July 24, Villaraigosa said, "The federal government has said that this issue of immigration isn't a federal issue, it's a California issue. Guess what? California has half the immigrants in the entire nation."
.......Together with Assembly Speaker Cruz Bustamante, who appeared on the same program, Villaraigosa demanded that California taxpayers pick up the tab for welfare services to legal immigrants which has been dropped by the federal government.
"As I recall," said Glenn Spencer, president of Voice of Citizens Together, a grass-roots organization opposed to illegal immigration, "when the Mexicans were fighting Proposition 187 they told us that it was an illegal state scheme to regulate immigration. In fact, federal judge Mariana Pfaelzer, their co-conspirator, used just that language to strike down Proposition 187. Now they say that immigration is a state issue. You simply can't have it both ways."
Bustamante and Villaraigosa pledge to hold up the state budget until Governor Wilson agrees to pay for food stamps and other services to the Mexicans.

Hugh Hewitt: "What do you recommend that the city pursue as their priority number one for a gang problem that has basically for the eight years we have been doing this show has neither ebbed nor flowed it's just stayed pretty much a constant."
Malcom Klein: "No, it's gotten much worse, you're quite wrong."
Hugh Hewitt: "Well tell me about it."
Malcom Klein: "Almost everything we do for gangs to gangs with gangs has the effect of increasing the bonds of cohesiveness within the gang and that's not something you want because the more cohesive they are the more criminal they become." END CLIP

And who wants to be mayor of this city of gangs and growing corruption? Antonio Villaraigosa. He has made it clear that as mayor he would not allow the LAPD to become involved in immigration law enforcement.

Caller (Glenn Spencer): "You know Mariana Pfaelzer also ruled that local police officers cannot enforce our immigration laws. She was overturned by the Tenth Circuit Court of Appeals and about a week ago the U.S. Supreme Court sustained that decision. They overruled the same judge who found 187 unconstitutional." "Let me ask you this. The Supreme Court has said local police officers can enforce our immigration laws. If you were elected mayor of Los Angeles would you see to it that the LAPD enforced our immigration laws?"
Villaraigosa: I, I, I agree uhhh, that uuhhh ummm, as I said earlier that we have a right to enforce our immigration laws. We have uhhh, that's a federal responsibility. We have enough in the way of uuhhh, uhhh, crime in this city. Uhhhh, that, uuhhhh, our law enforcement officers have their hands full.
Marino: "So you would not."
Villagaraigosa: "So from my vantage point, uhhh, they need to focus on, uhhh, violent crime, and on the crime that, that, that uuhhhh, I think that violates the uhhhh that that that rule that thou shall not hurt me."
Marino: "How about the sovereignty of the country, the sovereignty of the nation and violating that? Taking taxpayer dollars?"
Villaraigosa: There is no question we should do that and INS agents do that all the time.
Marino: But if the decision is such that you have the authority to do that, to have the police now carry that out, you are still saying you would not push for that, right?

WASHINGTON, Oct. 6, 1999 /U.S. Newswire/ -- The U.S. Supreme Court on Monday refused to hear an appeal of a landmark decision by the 10th Circuit Court of Appeals, confirming that state and local law enforcement officials are free to arrest illegal aliens to the full extent permitted by state law.
Villaraigosa: Well, I think law enforcement have their hands full and I think if you ask them, the vast majority of them would tell you that. That there's enough in the way of, if we had another five thousand officers, maybe we'd have the luxury to do that, the truth is we don't.
Marino: What other laws would you not have our police officers enforce sir?
Villaraigosa: None that I can think of.
Marino: That's the only one? That's the only one you wouldn't have them enforce?
Villaraigosa: That's the one that as I said is a federal responsibility and is one that uhhhh, that whose jurisdiction is the Immigration and Naturalization Service.
Times columnist Augustne Gurza says Voice of Citizens Together is paranoid.
The president of Mexico himself admits that there is a link between Mexico's dream of expanding its nation beyond its borders and Mexican migrants. Should Americans who sound the alarm in the face of such a clear threat be labeled paranoid? Should Americans who have watched their city change almost overnight be condemned for wanting to save their schools and their neighborhoods and their culture?
Why does America tolerate this?
Why won't Americans stand up to defend their nation? In his book A Colony of the World. The United States Today, former Senator Eugene McCarthy of Wisconsin observes:
"Our refusal to recognize or our reluctance to assert the relative merits of our culture and way of life, compared to immigrant cultures is surprising."
Americans have got to start standing up for their culture. They have got to start defending themselves and their nation and not let words like paranoia and racism stop us from doing it.
Californians need to understand that Mexico's conquest of their state is being made possible by huge international organizations such as the multi-billion dollar Ford Foundation the group that started MALDEF and LULAC and that it is being fostered by groups such as the ACLU and the National Lawyer's Guild. They must also understand that big business which is looking for global profits sees value in destroying America's borders and actually work against the fundamental interests of the American People.
Voice of Citizens Together and American Patrol have been fighting the problem of illegal immigration since 1991. All through those years the Los Angeles Times has ignored us. It has refused to report on our activities and our rallies, Even when we had hundreds out when Clinton visited California and when we rally at the Federal Building in Westwood. Now that the American Patrol Web page, www.americanpatrol.com, is getting lots of Visitors, we are approaching 3/4 of a million visits, we are getting their attention. Now they are getting worried so they sicked their columnist, Augustin Gurza, on Voice of Citizens Together and the American Patrol Web page. The Times knows we are hot on the trail Mexican Reconquistas and their fellow travellers. They are worried that we will spoil their years of work of spreading propaganda and misinformation about the problems facing California and the American People.
What can be done? Plenty.
First. The United States must seal the border with Mexico. This can be done. We can do it. We have the resources. We have to find the will.
Second. All illegal aliens must be deported. This is going to be difficult and it is going to be expensive but it can be done humanely in a way which will help Mexico. Call us and we'll tell you how it can be done.
Third. We must end the practice of granting automatic citizenship to illegal aliens. It is part of demographic warfare. If we don't stop it, we're finished.
Fourth. The NAFTA treaty must be rewritten so all of the Maquiladora plants which are bringing hundreds of thousands of Mexicans up to our border creating an environmental disaster, these have to be moved away from the border, preferably to the Southern Part of Mexico where the people and natural resources are. Think of Chiapas.
Fifth. The United States must halt the broadcasting on our airways of any language other than English. Telemundo, Univision and other Spanish broadcasters are nothing more than how to video and radio for the conquest of America.
Our government has been corrupted. It is up to we the people to do the job. We can begin by recalling Governor Gray Davis. If we can do that we will have sent a message to every politician that the people of the United States are not going to give up and we are going to stand our ground.
