    Following up on an idea proposed last July by American Border Patrol, Arizona Republic Congressman Rick Renzi has proposed equipping Aerostat radar balloons with infrared cameras to spot smugglers.
    "I have been advocating the use of the Aerostat in this mode for about three years," said Glenn Spencer, head of American Border Patrol. "It was only after American Patrol made the issue public did we see any movement."
