Every marker, every milepost that has been laid down by the congress in terms of number of agents, deployment of technology, construction of fencing and the like, has already been completed or is within a hair's breath of being completed. And one of the questions I think we need to talk about is whether security the border is every going to be reached before the congress – in the sense of the congress – or whether that goal post is just going to keep moving. And I also believe that we need to better communicate with the American people. [...]

Napolitano: ...First of all, it's an unfair question....
Sen. Graham: If that is an unfair question, then it would be news to the people of the United States and Arizona. If it is unfair to ask a simple question -- is the border secure -- then we're never going to have the consequence to get it secure 'cause it is a fair question -- and I'll give you my answer: I don't think it is.
