    The Senate is about to pass an immigration law that guarantees that the border will be secure with an effectiveness rate of 90 percent or greater.
    The effectiveness rate is defined in the bill as follows:
    4) EFFECTIVENESS RATE.—The "effectiveness rate", in the case of a border sector, is the percentage calculated by dividing the number of apprehensions and turn backs in the sector during a fiscal year by the total number of illegal entries in the sector during such fiscal year.
I have scoured the entire bill and cannot find where the "total number of illegal entries" is defined - or how to measure it.
    If you can't measure it, you can't improve it.
    Here we go again.
