Flag Flown Above American Flag - San Bernardino, CA

I was driving home after conducting business in Loma Linda,
CA.
While traveling west on Waterman Avenue in San Bernardino, I
saw a Mexican flag flying above the American flag, in front
of a tire service company, Marco Tires. I stopped and
filmed the scene.
Then, I visited Marco Tires office and was told the owner,
Marco, was not in.
I informed the manager that American flag etiquette
clearly dictates that a foreign flag is not to be flown
above the American flag on U.S. soil. I requested that the
Mexican flag be removed. The manager told me he would give
the message to the owner, Marco.
A call to the San Bernardino Police Department revealed that
although the officer I was speaking to via
the telephone opposed a foreign flag flying above an
American flag, the officer - reluctantly - stated that the
private business owner has freedom of speech in regard to
American flag etiquette.
