Victor Cerda is the acting Director of the Office of Detention and Removal (DRO) at U.S.
Immigration and Customs Enforcement (ICE) within the Department of Homeland Security. DRO manages the detention of approximately 20,000 aliens on any given day throughout the United States, as well as the completion of more than 100,000 final order removals annually. Mr. Cerda directs the work of almost 3,500 employees, including over 2,600 law enforcement officers and 800 support personnel. Mr. Cerda assumed his current position in 2004.
The DRO mission is "to promote public safety and national security by ensuring the departure from the United States of all removable aliens through the fair and effective enforcement of the nation's immigration laws."
Mr. Cerda, a native of Chicago, Illinois, is a graduate of Brown University. He received his Juris Doctorate degree from DePaul University and is an active member of the Illinois Bar.
Mr. Cerda was selected for the Attorney General's Honors Program in 1995 and began his professional career with the Immigration and Naturalization Service (INS) as an Assistant District Counsel for the New York City District. In the New York District, he represented the Government in hearings before the Immigration Court and subsequently oversaw the Motions Unit. In 1997, Mr. Cerda was selected to the position of Special Assistant to the Chief of Staff in the Office of the Commissioner. He served in this position for four years, assisting and advising the Commissioner, Deputy Commissioner, and Chief of Staff on a myriad of INS issues. In 1999, Mr. Cerda received the Commissioner's Employee of the Year Award for Administrative Support.
On September 11, 2001, Mr. Cerda was appointed as the Counsel to then INS Commissioner Ziglar and Acting Chief of Staff. In those roles, he advised the Commissioner on policy issues, coordinated with senior headquarter executives, and served as liaison for the White House, Department of Justice components, and other cabinet agencies. In November 2002, he received the Commissioner's Exceptional Service Award, the INS' highest commendation. Mr. Cerda has also served as the Acting Principal Legal Advisor to the Assistant Secretary for ICE.
